VICE PRINCIPAL/COORDINATOR OF SPECIAL EDUCATION
GENERAL RESPONSIBILITY:
Coordinates and/or directs all aspects of the Individualized Education Plan (IEP) Process for all students enrolled or applying for enrollment. Responsible for WVSDB compliance with all applicable federal and state statutes and regulations associated with the educational rights of students who are Deaf or Hard of Hearing, Blind/Visually Impaired or Deafblind. Provides technical assistance and professional learning opportunities for creation of IEP goals related to the West Virginia College and Career Readiness Standards, and West Virginia Alternate Academic Achievement Standards, access, and transition. Supervises and evaluates professional and/or service/auxiliary personnel as assigned by immediate supervisor. Develops, coordinates and/or supervises special projects as assigned. Assists the principal with the responsibility for the supervision, management, and control of the schools pertaining to general supervision of all school activities involving students, teachers, and other school personnel. (Pursuant to WV Code §18A-1-1).

Principal, West Virginia Schools for the Deaf and the Blind
GENERAL QUALIFICATIONS:
• West Virginia Administrative Certificate – Principal and a West Virginia Professional Teaching Certificate with valid Multi-Categorical K6/5AD endorsement required
o Candidates with Hearing Impaired and/or Visually Impaired certification endorsement areas preferred
• Minimum of a master’s degree in an area of special education or related field required
• At least three years of experience as a school, central office, or state administrator in an area directly related to compliance with the West Virginia Board of Education’s Policy 2419: Education of Students with Exceptionalities required
• Knowledgeable of current state and federal education related policies
• Demonstrates ability to integrate technology in educational leadership, which includes, but is not limited to:
o Must have working knowledge of the state WVEIS system in order to input Student Discipline, Attendance, Schedules and other requirements for students’ success.
• Maintains or upgrades skills by working toward self-improvement, reacting favorably to constructive criticism, and attending relevant professional learning opportunities
• Demonstrates a professional demeanor
• Must be able to evidence strong organization and planning skills.
• Demonstrated communication skills that reflect clarity, respect, collaboration and yield desired outcomes
• Must hold or acquire requisite ASL and/or Braille skill level as delineated in the WVSDB Communication Policy for job classification
• Must have or acquire Crisis Prevention Intervention (CPI) certification and complete a renewal course annually

WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Most commonly, the educational setting is indoors with outdoor settings for recess and field trip activities. The noise level in the work environment is low to moderate (20-60dB). Exceptions include gymnasiums as well as vocational/technical laboratories where the noise levels may be moderate to loud (60-90 dB).
Work environment is subject to change due to unexpected circumstances as determined to the principal, CAO and/or Superintendent.
HOURS OF WORK:
37.5 hours per week, Monday through Friday schedule with additional hours as needed. 1800 hours annually. Exempt position.

SALARY:
Based on WVSDB Professional Scale, 240 day contract plus applicable supplement. Annual compensation contingent upon salary classification and years of service. Exempt position.
GENERAL CLASSIFICATION:

SPECIFIC POSITION:
Vice Principal/Director of Special Education
Examples of specific duties and responsibilities:
• Assume full administration of the school(s) in the absence of the principal, subject to the same definitions and limitations of responsibility and authority as the principal.
• Assist in distribution and inventory of textbooks and instructional supplies.
• Assist in the supervision and evaluation of the faculty and staff, including extra-curricular assignments.
• Assist in the preparation of Federal, State, and County reports within guidelines.
• Assist in the development of the master schedule.
• Assist the staff with student relations, professional learning opportunities, community relations, student discipline, student attendance, student supervision, the instructional program and the Local School Improvement Council.
• Implement and administer regulations, policies, and procedures pertaining to student conduct under the direction of the principal.
• If assigned, responsible for athletics, including scheduling of activities and officials, order and inventory of equipment, and budgeting
• Orient substitute teachers to each school and evaluate their performance
• Provide technical assistance and professional development related to TEACHiep and development of goals related to the West Virginia College and Career Readiness Standards and West Virginia Alternate Academic Achievement Standards access and transition
• Review student IEPs for accuracy and content on a schedule determined collaboratively with the West Virginia Schools for the Deaf and the Blind Principal.
• Coordinate and/or direct all aspects of the Individualized Education Plan (IEP) process and WVDE state compliance reporting for special education.
• Direct collections and oversight reporting of Medicaid services for reimbursement.
• Review and update the school’s special education procedures on a regular basis.
• Coordinate and/or lead professional learning opportunities with staff as requested and as relates to special education procedures, special education policy and guidelines, and the IEP process.
• Maintain records in accordance with policies and regulations governing confidentiality.
• Demonstrate effective data based decision making.
• Demonstrate effective oral and written communication.
• Be guided in all interactions with counties, families, students, stakeholders, colleagues by a commitment to respectful communication, partnership and collaboration.
• Assist in development of, or updates to school policies as requested.
• Apprise key administrative officials of state and/or federal special education policy changes that may affect the operations of the school.
• Develop and supervise special projects as requested.
• Implement the decisions of the principal.
• Perform other related duties and responsibilities as assigned
