DUTIES AND RESPONSIBILITIES:
The Director of Special Education will have a physical workstation at the KDE Sower Building in Frankfort, but will be present on each campus weekly, pending travel approvals. The Director of Special Education will oversee the implementation of the Individuals with Disabilities Education Act (IDEA) at the Kentucky School for the Blind and Kentucky School for the Deaf while also providing support to students, families, and others. This position will also collaborate with stakeholders to ensure compliance with the IDEA through improved outcomes for students.
KDE Level Activities
• Participate in the OSEEL leadership activities and events as directed by the Director of State Schools and / or OSEEL Associate Commissioner
• Participate in weekly OSEEL stand-up or office-level meetings
• Participate in OSEEL events as directed by the Director of State Schools and / or OSEEL Associate Commissioner
• Collaborate and partner with other OSEEL Division Directors and Branch Managers
• Collaborate with OSEEL office level staff
• Prepare State School updates for the Kentucky Board of Education (KBE) as directed by the Director of State Schools and / or OSEEL Policy Advisor and / or OSEEL Associate Commissioner
• Work with and support the Office of Teaching and Learning (OTL) regarding academic standards for the State School
• Work with and support the Office of Communications regarding State School media interactions
• Engage in regular and ongoing direct reports with the Director of State Schools and / or OSEEL Associate Commissioner
School Level Activities
• Demonstrate superior knowledge of the implementation of the IDEA and the Kentucky Administrative Regulations (KARs) for Special Education Programs
• Interpret, apply, monitor, and enforce state and federal laws and state administrative regulations as they apply to special education programming at KSB and KSD
• Develop, oversee, and implement special education programming at KSB and KSD
• Schedule and chair all Admission and Release Committees (ARCs)
• Properly secure and maintain all special education files and documents, including due process documentation, for KSB and KSD
• Coordinate and assist in the development of all due process policies and procedures for KSB and KSD
• Engage in and facilitate effective collaboration, consultation and communication with local education agencies (LEAs), KSB and KSD
• Provide and / or facilitate appropriate professional development, training, support and assistance for KSB and KSD staff
• Participate in school-level professional development activities and other meetings / conferences as determined by the Director of State Schools and / or OSEEL Associate Commissioner
• Develop, submit and manage the IDEA budget for KSB and KSD
• Complete and submit required special education reports for KSB and KSD to the KDE
• Provide supervision of staff as determined by the Director of State Schools and / or OSEEL Associate Commissioner
• Provide support to KSB and KSD Advisory Councils
• Collaborate and meet regularly with school principals
• Meet with school leadership as identified by Director of State Schools and / or OSEEL Associate Commissioner
